| The WBPCB has declared the General Manager of District Industries Centres and Officer-in-Charges of the Sub-District Industries Centres under Cottage & Small Scale Industries Directorate as Ex-Offcio Environment Officers of the WBPCB for processing of applications for consent to establish and consent to operate of the categories of Industries in the SSI sector, now grouped in five categories viz. Special Red, Ordinary Red, Orange , Green and exempted. |

| Industrial activities today have to take special care of Pollution Control Measures. Activities have been identified jointly by Directorate of Cottage & Small Scale Industries, Govt. West Bengal and West Bengal Pollution Control Board and Classified under, Special Red, Ordinary Red, Orange, Green & Exempted Category depending upon degree of hazards, emission of pollution created by their activities at the time of production and processing. West Bengal Pollution Control Board (WBPCB) is the Nodal Body for Environmental and Pollution Control measures. WBPCB has various publications related to pollution. |

| Notification has not yet been issued by the Central Government nor the Rules under the Acts been framed. However, the implications of the various provisions of the Act need to be studied in the backdrop of the general scenario of micro, small and medium enterprises in our State. |

| Pollution Control |
In all cases two types of clearances are required to be obtained from WBPCB by the Unit. These are 'Consent to establish' (NOC), being one time after and 'Consent to operate' being recurring in nature.
In order to simplify the matter and facilitate the entrepreneurs General Managers, District Industries Centres of the State are being empowered to give both the clearances for 'GREEN', Category activities at the time of issuing SSI Registration Certificates. The process will also be extended to 'ORANGE' Category activities. All these steps have been taken to make WEST BENGAL the real destination of the investors. |
